
Using the Rectangular Marquee tool, select an area of the blue background along the right side of the image. Make sure that you do not include any of the arm in your selection. You will see "Marching Ants" around the area that you selected.
Using the Free Transform command (Command-T on a Mac), and the selection turns into a box with handles. Drag the right-most handle to the right, and Voila!, the background stretches to the right, covering what was empty border.

Repeat the steps above on the left side and you are done. Do you still want to try it with the clone tool? This trick works well on studio shots but not on environmental images. I have also stretched rembrandt painted backgrounds.
